More usable website for a high-traffic agency

Though heavily trafficked, the Revenue website needed a complete overhaul. The design was dated and did not reflect updated statewide branding; pages were not responsive or mobile-friendly; navigation was confusing, redundant, and too deep; the site did not meet accessibility standards; and much of the content was hard to understand. 

Because the site is a critical public resource, the redesign had to be completed while minimizing disruption for residents, businesses, and tax professionals. The project also required coordination among three groups — Revenue, Acquia, and Electric Citizen.

Improved Architecture and User Experience

Our team reworked the site's architecture and user experience. Nested, tabbed content was replaced with content accordions and scannable headlines, a clearer dropdown menu made options easier to locate, and content was pared down and realigned around consistent audience categories. Data tables were simplified with contextual filters, and users gained the option to collapse the section menu for more screen space. Throughout, we emphasized plain language and clarity.

Responsive and Accessible Design

The design was redone to complement State branding, using preferred colors and fonts and removing excess graphics and dated stock imagery for a clean, business-like look. The homepage retained its four primary audience groups but with simpler navigation and a callout for popular tasks, while interior pages gained a more consistent layout that surfaced content instead of burying it in tabs or nested pages.

Site Migration and new CMS

Revenue's previous site was powered by SharePoint, hosting thousands of tax-related documents. Our developers built migration scripts to bring more than 12,000 PDF records dating to 1994 from SharePoint into Drupal media entities — a migration spanning 11 source file migrations, 28 total migrations, and 36 metadata fields, mapped to the field level with extensive planning documentation. Migrated content is now fully categorized, filterable, and searchable via Search API and Apache Solr.
